I'm on Drupal 6.14 on an Apache server. When I check the 'GZip CSS' option in 'admin/settings/performance' and save the entire l;ayout of my site appears broken.

Can someone please help me with this?

You might want to switch over to AdvAgg and upgrade Drupal to 6.16 at a minimum as that contains lock.inc.

CSS Gzip will no longer be updated/supported. All future development is being done in the Advanced CSS/JS Aggregation module.
