Administrator has no access to url/admin/build

Hi,

I found out that the administrator has no access to 'url/admin/build', but does have access to e.g. 'url/admin/build/views'.
In url/admin/ the entire 'build' menu is not shown (that is views, blocks, themes...). So I presume that

When I want to modify e.g. views, I manually have to enter the url (and I do have access).

Note that the user is administrator, has all checkboxes checked in the permissions section. Anyone an idea what I need to change here?
