I am not sure how to address this issue, actually.
I have recently added a field ("component") to a webform content item. I have edited one submission and entered some value inside the newly created field (the value 11-10-16).
I then added a the new field and a corresponding filter to the weform report content item. Here what happens trying some cases. I have tried these cases so it might help figuring out what the problem.
1. If I just add the filter, with no filter type, I get one submission - the one edited by me after adding the new field.
2. If I edit the filter type to "does not begin with" (or "does not contain") and the value to 11 then I get no results at al.
3. If I edit the filter type to "does not begin with" (or "does not contain") and the value to '11' (as a string) then I get the edited submission once again.
4. Same result (the editted submission) is what I get if I change the filter type to "is not empty" - this is the option I have actually wanted to set in the first palce.
Nothing makes sense...
Further tries can be done by request...

april26 commentedI have something similar. No matter what I choose (or exclude) I get the same 4 edited records every time. The non-edited records which have a default value, do not show.
