Nodes repromoted on every vote after the set amount

I was testing the promotion system with voting actions and vote up/down today and realized something, that I was isn't my fault. I set the amount of votes needed to be promoted to 3 and that works fine. Once something gets three votes it gets promoted. But when you vote on it again after that it gets re promoted each and every time. That shouldn't happen..
