Issue Summary
Good software models best practices. Along that thought, would it be possible to alter the "welcome, no approval required" email? As it is, the "default" (which is likely to be used) is confusing. Unless we have some kind of checklist / suggestions functionality in Drupal (hmmm....), along the lines of "you should customize your account emails), it's just one more thing for busy admins to not get around to or forget until the *wrong* email instructions confuse or mislead someone...

i won't mess with default core variables unless absolutely necessary, and there's no reliable way to change that one. admin/help/logintoboggan already contains detailed instructions around this topic.
i would consider a patch that adds something to the INSTALL.txt which references the existing help doc, but have no interest in writing it.
