Being able to edit or view the meta tags for entities should be tied to if a configuration exists or not

After disabling Meta tags on taxonomy and users the Meta Tags bundle is still available on edit forms.
In my setup I disabled Meta Tags for 'Taxonomy Term' and 'User' from the config panel at admin/config/search/metatags
When i visit a taxonomy term edit page or a user edit page the 'Meta Tag' options are still visible at the bottom of the page.
Please advise to verify that this is an actual bug or conflict with my setup, and let me know if I can help.
