Please check if this problem exists in CKEditor library demo page : http://ckeditor.com/demo.
If yes it is not related with module for Drupal.

There is no problem in CKEditor library page.
So I think that it is a problem with the module.

I have the same problem with CKEditor module 6.x-1.6, CkEditor plugin 3.6.2 and drupal 6.20.

please update CKEditor library to latest version (3.6.4) and check if your problem exist there.
Please also check on demo page (http://ckeditor.com/demo) if you can reproduce your issue there.
