I have chosen the option "Visitors can create accounts but administrator approval is required." However, when new users register for the site, their status is "Active." It should be "Blocked" so that I as admin can then approve them.

Not sure if this is playing a role but the site is on a multisite install with shared user tables. Any thoughts on why the setting isn't working and how to fix it?

Go to Users > user settings and at the top there is 3 radio buttons, make sure the users can register and no approval needed is selected.

I think you misunderstood aburrows, I want approval to be required. I have chosen that setting on the "User Settings" screen. However, all new users are "Active" instead of "Blocked." Make sense?
