On my Rules Data Selector for User On Whose Behalf To Flag a node the only option I have available is

site:current-user which only applies to Logged In Users. Is there a Direct Input select which includes Anonymous Users as well ? One that includes the acting user, regardless of being logged in or not?

The user "on whose behalf to flag" does not need to be the currently logged in or acting user. You could also specify any existing user that has sufficient rights to flag. Just switch to "direct data selection" and enter a suitable user id, say "1". Now your rule gets fired for anonymous users as well.
