block stacking handles gone

would there be an alternative way to change block positions outside these handles?

any help please? i cannot create new blocks because i cannot position them in the stacks. i can't find the handles icons anymore.

Same problem here, in one of my sites. Also tinymce (wysiwyg) toolbar dissappeared. Have you solved it?
