As you can see on the issue queue for this very project (http://drupal.org/project/issues/drupalorg?categories=All), there is a link, just above "Issues for Drupal.org customizations" that will bring you back to the project page (http://drupal.org/project/drupalorg). This link disappears if there aren't any issues (http://drupal.org/project/issues/drupalorg?text=&status=All&priorities=1...)

Confirmed. The problem is that when the view returns no results, the breadcrumb is different than when it does. This is true of project_issue itself, not something weird happening in drupalorg_crosssite.module (which was my first guess). Moving to a more appropriate queue.
