It would be great to show who can see the stickynotes. Perhaps use something like this:

Stickynotes <--- The title of the block
Visible by: Admin (edit) <--- Some smaller text right beneath the title.

(edit) is a link to the permissions page.

As more granular permissions have been committed (7.x-1.x-dev) this isn't a viable option. It also seems to be very specific and other users may not need this functionality. I'd suggest overriding the main stickynote theme function in your theme and adding it in yourself. This obviously would require some coding.
