"Ignored form settings" should be shown only next to specific version of ignored module if that is the case.

Problem/Motivation

It is a minor WTF when admins see an "All green" site status page with a "All modules are up to date" reading only to see that their "Available updates" page includes some modules indicated the same way that out of date ones are.

Also, it is a minor UI inconsistency to see the "Ignored from settings" warning when only a certain version of a module is out of date and that specific version is set to be ignored. IMHO it would be better to show these modules as "Up to date" and only note the ignored module version.

Proposed resolution

So I propose these changes:

• Only out of date modules that are not set to be ignored are shown as "Out of date".
• Modules with a certain version set to be ignored are shown as "Up to date" even if that version is newer. We do indicate the fact that this version is set to be ignored though.
• Modules that are completely ignored (their "check for updates" option is set to "Never") are displayed the same way as the "Up to date" ones no matter what (green through css and all). The only difference is that their status is set to "Ignored from settings" and they have the warning icon instead of the ok one.
