Lately my site had a problem with it's PHP and re-installed it and now it seems my Drupal site is completly busted. I keep getting the memory error posted here http://drupal.org/node/76156 and have tried the things it say to do but the error won't change from 8 Megs. I have edited the settings php I have edited the .htaccess and it still says the same thing. I would ask the server to fix it themselves but the server is consistantly not reliable. Is there anything I can do until I switch servers (which depends on getting a hold of another one of the web admins)?

You need to edit php.ini - neither of those lower-level config files have enough authority to do things like change mem allocation. (well they could , but only if given permission first - from php.ini.

If you don't have access to that file, and the host won't help - you're screwed.

I was hoping that wasing the case but figured as much. Oh well I will figure out something or another... maybe even try asking the host site.

Well my hosting site came through (surprisingly) and they put it as a php.ini file within my main folder with only the memory limit within it. It works like a charm and if I want to edit the amount I get I can change it. The file otherwise has no other info in it though so it's perfect because you won't screw anything else up.

I think you can set for as much as you need. The problem as I see it though the more memory the longer it takes to upload the site. If you have it set for a lot then you might see about downsizing your site somehow or seeing what Mods you have that you don't really use.

Not sure what all I have as far as modules are concerned but one of my sites requires over 30M. It is using OG, views, CCK, and some other small modules like quotes. Is this normal?

at some places we may not have control over the memory adjustments of php.ini .....
so, how do u all rectify this problem with such clients?

They are not clients. They are hosts :)

And as such, they make the rules about what happens in their domain. Free or cheap hosts especially will understandably limit your domination of shared system resources.
And the way to rectify it (if asking politely doesn't work) is to shift hosts.
Unfortunately, sometimes this actually means paying for the service you wish to recieve
