I am requesting an option to select any user that has a certain membership role only and while i am writing the private message, or an option that only a certain membership role can sent or receive private messages. Whatever would be easier to code.

you can use the access control section in site admin to control who can use private msgs.

Privatemsg already implements some of these features. Please file a
feature request against the latest DRUPAL-6 version if still relevant.
