Headers/fieldset names in account settings page are smaller than the labels

The names of the fieldsets in the account settings/profile page are smaller than the labels of the form items, making the layout confusing. See attached image: the "Language settings" and "Picture" headings are smaller than the labels for these fields (you can ignore the errors shown, I'm still playing around with the language settings).
