Create a view that shows all the Issue tags, along with their count and description

drumm had the brilliant idea of creating a list of all project issue tags, and showing their count and description (although, most don't use the description, it would be awesome if they did).

View should have exposed filter for keyword. Default sort should show the most often used first. 'needs drupal.org deployment' is important!

We really want to show highlight which are the important tags. Although, I'm not sure the frequency = importance, but this would be an interesting start, and perhaps a way to clean up the tags at the same time!

Once we have this, we can start encouraging people to use the description field on the term!

This will ultimately need to be moved to drupal.org contributions project to be added to code.
