Create a block that lets users select a theme

Hello,
I would like to create a block that either has a drop down list (combo box), or clickable links of available themes.
There is a mobile theme selection module (http://drupal.org/project/mobit) that I haven't tried yet, but from first glance it's not quite what I want.
Any advice or code, please?

I could figure out how to make the pretty buttons but just need help with the code.
I tried grabbing the code form the user edit page (the part where you can select a theme) but it didn't work too well.
