I installed a new wampserver2.2 I have access to localhost but access to phpMyadmin is denied (Forbidden,
You don't have permission to access /phpmyadmin/ on this server.) I use Windows Vista and have Norton Anti Virus. Could any of these causing problem.

This question is better served by the WAMP community. Are you sure you are using the proper user name and password to get into phpmyadmin?
