A way to add to a form fieldset

Issue Summary

I've been using this module all over the new site, but I would love to be able to add links to a couple of collapsible fieldsets. The one I most want is a location one. I have a help file explaining why I have location info on certain forms, but I'd like the help link as well. Help inject doesn't give me a link to add to that fieldgroup, and I've tried several other ways to place one. Is there a way to add it to parts of a form that don't have the help inject there already?
