With the module Internationalization the disable/enable rich-text does not work because of the setting in 'show tinymce on specific pages'. You must change the pages in:
*/node/*
*/user/*
*/comment/*
or simular. The */ replaces the languages code.

Maybe this can be changed in the original module.

This version of TinyMCE is not supported anymore. The issue is closed for this reason.
Please upgrade to a supported version and feel free to reopen the issue on the new version if applicable.
