The preserve mode in delta for the Omega theme is not working as when I make region changes to the default theme under apperance > omega. The changes do not reflect within the delta of the theme. Say I made Header First disabled in the default settings, it still shows up in the delta omega theme. I thought preserve mode only overrides settings that are different.

This issue is delta based and not Omega, I think you will get better support if you transfer it over. There has been discussion lately about this issue in Delta and it is being looked into.
