If the site/default/settings.php file already contains valid DB information during install.php then warnings are emitted and presented to the user. This patch stops the warnings.

catchI no longer get this warning on install.php, and have been reusing a settings.php file for the past couple of days. Now it just skips the db section and goes straight to admin user etc. which is really nice.
