If the site/default/settings.php file already contains valid DB information during install.php then warnings are emitted and presented to the user. This patch stops the warnings.

I no longer get this warning on install.php, and have been reusing a settings.php file for the past couple of days. Now it just skips the db section and goes straight to admin user etc. which is really nice.
