Issue Summary
Right now we have parts of NodeStream that won't work well without changing layouts. Some parts of NodeStream only works well with the Precision base theme, which is bad. We need to make sure you can build anything you want on NodeStream without enforcing a particular theme.
In order to make this happen we need to include all layouts currently available in the Precision base theme in NodeStream core. That way we are not at all tied to the Precision base theme and any theme could override the base layouts.
Even worse, there are some parts of the NodeStream configuration that refers to NodeStream themes. These layouts also needs to be included.
Work on this is going on in the 7.x-2.x-include-layouts branch in the NodeStream core and NodeStream theme repositories.

The precision layouts are now in core. We still need to take the layouts from ns_theme and move them to an appropriate place.

All layouts should now be in ns_core.
