Assuming the issue you mentioned is about Chinese characters sent in the HTTP headers, I tested it myself, and it did work. See the screenshot.
For file names that Drupal can't handle due to multi-byte complexities, consider using the Transliteration module. Also, recent Drupal core versions have
utf8mb4collation support, so the file names can be stored in the database properly.Comment #3
