Today I spoke to fago and mh86 (who use this module extensively) and came up with an idea on how to improve the UI, since currently it is a little bit confusing:
The plan is to move the whole rules configuration stuff(visibility conditions, reaction rules and the settings field) into a new tab and to sort it in the following order: Visibility Conditions, Reactions (Rules), and Settings.
Additionally I plan to display the Settings field on the add new link page, so that you can pre-configured them, just like in rules.

What do think about the whole plan?

Hey, sorry for being so late on feedback. I think the patch greatly improves the UI – thanks for making it.

I noticed a typo, and attach a patch for fixing it. ("create" -> "created")
