I am creating a site that solicits ideas from users. I would like to have a function where people can sign up, log in, and then submit their idea. Others can post comments on the idea.

Ideas will then be posted on a page called "Latest Ideas", and their will also be "Archives".

Something similar to http://www.robinhoodfund.com/all-wishes">The RobinHood Fund

I am a complete newbie, as of yesterday. New to building websites at all, not just Drupal. But I love this, and am hoping to learn how to build my site!

Any suggestions will be much appreciated.

Be careful not to give too much access, but you can let people upload information, pictures etc. You probably will want to install some sort of web-based editor so people will feel comfortable working with whatever content creation process you set up - for instance, tiny MCE.

You then go into Access Control and give the users permission to create or upload content. Some typical modules you might do this for would be comment module, forum module and image module, Good luck!
