How to I create a menu similar to the one in the right of this page i.e one with main menus like "Advanced search", "Queues" etc and sub menu like "my issues", "pending bug" under "Queques". I want to display my categories in similar way.

I seems simple and basic, but I am not able to create anything which has sublevel.

It can be similar to the menu shown in handbook section of this site. submenu should collapse and expand with click of a mouse.
