taxonomy access
one way would be to allow anon users to create the content under access control and then use a module like taxonomy access to get down and dirty with which parts of the site/forums you wish to grant them access to create content in.

Taxonomy is something I haven't yet figured out yet.

Taxonomy is just really a fancy name for the categories you have set up on your site and luckily when you create forums and containers it automatically set these up as categories, so If you install the taxonomy access module you'll already have each forum listed as a category all you'll need to do is tick the boxes to either allow or disallow certain roles (i.e. anonymous users) to be able to create content or not for each one. the help pages on the taxonomy access module are very good! give it a try! I didn't undertand any of it until I made a few mistakes ;)

I don't think it is possible to restrict anonymous user posts to some parts of forum (or other users). You can define taxonomy access for creating forum topics, yes - but that doesn't work for replies, which are comments, and you may either be allowed to make comments, or you may not, as far as I understand.
I would love to know how I can make posting of comments inherit the same taxonomy access rules that are configured for the forum topic (or other nodes), that the posts are comments to - I think this should be default, at least for forum comments. So if it is possible, please let me know...
