Hierarchical Select not appearing when creating a new Tax term

I am trying to create a new Taxonomy term and use Hierarchical Select? When I go to create this term there is no option for Hierarchical Select. Everything is installed correctly and I am using it with other Taxonomy terms.

Any suggestions on how to get HS option appear when I create a new term?
