I installed 7.8 a few weeks ago, and was impressed with how the modules are installed and updated.
Now 7.9 core has been released, and I can't see any smart way of updating - it looks like you download, then upload, then extract, just like in D6.
I'm just checking that I'm not missing something?

You can put your site in maintenance, delete all the Drupal files except 'sites,' and copy all the new Drupal files over except for 'sites.' Just to make sure I always transfer my sites folder from my server into the new update folder just in case I accidentally hit the wrong button or something.
After you finish uploading you run update.

Do you know of any reason why this was not 'automated' in D7 like the modules were?
In other words, I can install a module by pasting the link to it.

I'm going to guess that updating core either automatically or without simply is a very dangerous thing to dish out... especially if doing it on a live site.

Simply put I'd wager the reason is the amount of technical experience/knowledge many users have. If they did one thing wrong and broke their site, they'd have no idea what to do and would be here in the Drupal issue queue in a heartbeat. Their issue probably wouldn't be answered in as timely a fashion as they'd like and they'd have to go without a site for a number of days maybe. Then, after it was all done, they'd blame Drupal, say the system sucks, tell everyone Drupal cost them X amount of dollars in lost sales, etc etc etc.
Anything could go wrong on the user's side, including getting bored while the site is updating and they close the connection or whatever.
Why updating Core is hard to do within Drupal
There is a very good reason it would be hard to update core within Drupal, one of the steps is to delete all of the core files and then replace with the new version, but while Drupal is running and producing the update page, some of these files are in use and not able to be deleted, or at least not updated. You would also need to be VERY careful on what you did between the delete and replacement, to not call any support functions, as the pages with them my be gone at that moment.

What Richard pointed out is not actually a real problem, because it can be easily solved by delegating a separate entity to do the update.

With drush, I can install a core update in less than a minute. (This is after you do all the backups you need to do for safety, that depends a lot on the site, but you should be doing that periodically anyway.)

Drupal Core Update
The technical level of the user is undoubtedly important, but that is why WordPress made all updates a one click affair, even major version updates. I don't thing the Drupal team wants to do it. I still like Drupal, but the lack of a realistic upgrade method for end users makes it difficult to recommend Drupal for individual and small business users.
Updating viewed as too risky by most
The instructions for updating, rather than specify a best practice, scare people off.
Why bother updating a functioning site, when the instructions clearly warn you could bring it down?
So most people who are responsible for individual and small business sites don't take that risk.

NOT too risky just simply backup everything if you feel its a risk. Not updating is the risk on a high traffic site. Many security issues get fixed.
