Is there some reason to have this static?

This hook should not been called twice on the same order. If it does, we should track the bug and kill it. So what is this static for, and why not replacing it with a new property of the order?

I'm not sure we can reasonably expect any given order to only be loaded once per page request, especially given the nature of Rules and Views. Drupal doesn't enforce the preservation and reuse of unchanged entities on load, does it?
