is it necessary to have enabled "Rules Forms support" submodule?

Is it necessary to have enabled "Rules Forms support" submodule?
Maybe not, currently I am just looking and trying to understand how it works and where to choose the rule for running after onclick.
But if "Rules Forms support" submodule is required to enable, it could be noticed in dependencies for button field module.
