Don't know why but the colour picker in Garland is not coming up when i go to www.example.com /admin/build/themes/settings/garland.
Instead I get a configuration page for togle display etc . any thoughts?

Have you set files to public?
Administer -> Site configuration -> File System -> Public
Change the colors for the theme and afterwards you can set the files back to private - I think.

Check your core modules list and make sure "Color" is enabled.

Thanks . Solution was as nancy w suggested - ensure color (or colour as we anglo/australians call it) is actually enabled !!!
