Installed the 'save as draft' module on drupal 6.20 in dev environment but the draft option is not available. I applied Administer Nodes permissions but no draft option is available within the Publishing options.

Did you grant the "access save as draft" permission? The documentation isn't quite right - see: #1475674: Project page needs updating
