How can I change the name of taxonomy group name from Vocabularies?
Or Is it possible to put taxonomy vocabularies in another cck field group?
Because I think the users get confused with this group name.

I could change the field set title by reading http://drupal.org/node/561078
However still can not find out how to make it " always open" and it's always collapsible now.
