I encountered the instance in views_panes.inc (which prevents the pane from showing useful information), and so I did a search for other calls to theme('item_list') and found a couple more in vocabulary_terms.inc (which I've not looked at other than to verify that the arrays being passed were just the numerically-keyed items, ala Drupal 6).
