Now that we have a make file to build Commons, let's make it easier for folks to test the development and stable versions of Commons by providing commons-stable and commons-dev stub make files.

I tested by packaging this with the --working-copy flag and it builds a Commons installation that includes a working copy of this project to make it easier to file patches. Closer to the official 2.3 release of Commons we can create a production make file.
