I like the suggestion from http://drupal.org/node/437568#comment-5200276

Whether this means that the short form should be skipped invariantly, or only when the short form is the prefix of the long form, I am unsure, but it is certainly an improvement to remove some of them. Hm, we would probably like both pm-download and download, so perhaps skipping all short forms is not right.
