I’m in the process of testing the cart to make sure all goes well before I actually launch the site. The site is currently on the localhost and I haven’t gotten any credit cards setup yet. I want to see how the site operates from the time a user is on the checkout page to the time he completes his order. I get this message in the checkout page, “Checkout cannot be completed without any payment methods enabled. Please contact an administrator to resolve the issue.” Is there a way I can go all the way through to the end without actually setting up a payment method as I don’t have one right now?

You can use the credit card method with the test gateway, you can use the check or COD payment method, or you can turn off payment in the checkout settings.

I set credit card payment in debug mode and what should I put in the Card number encryption key filepath field in admin/store/settings/payment/edit/methods?

You can also try paypal sandbox IF ONLY you are able to put your dev site online on your dev machine (configure personal router and Apache server).
