If you can write a very detailed scope of work and use cases, you may be able to save money. I've heard more bad than good though. Mostly related to communication issues and mid-night conference calls. The good, of course, is you can save significant costs in development, as long as you're not babysitting the project the entire time.

When you are working with the offshore resources, one of the main issue you can face is the uncertainty of what they are developing. Whether they are developing what you exactly want. So on the first point you should make sure that your offshore resources are very much clear about the requirements before the start development. Once they have started the development, you should ask them to divide their work in small milestones so that you can see the progress or what they are developing and address any issues before its too late.
