In drupal 7, go to menu admin/structure/menu/manage/main-menu
The "Add link" button is visible when the main-menu is empty,
but after adding the first menu link, the "Add link" button becomes disappear, so I cannot add new menu items.

Same version, I cannot reproduce this bug, on a fresh&clean Drupal 7.12.
Standard profile, using French language.
