I was wondering if this module could be used in some fashion to make drupal like a digital video recorder, and maybe a way to add a video survelliance feature and have users be able to search stored video by date/time.

Is this possible or is another module a better fit?

This module is not setup to do that. You could write a module to capture from a webcam and media mover could save them as nodes. But as of now, no.
