help() function modification

This patch simply adds some help language for users, especially with regard to the enable/disable settings page. It comments out some language that talks about the "default settings." The default settings feature has been disabled for now but will return in a future version of this module.

Note: This is the first in a series of patches designed to integrate the best of the "official" cvs version of the taxonomy_access module, maintained by pyromanfo, and the "unofficial" patch created last week by nysus. These patches are designed to be patched to the cvs version of the taxonomy_access.module.
