It appears that the Page Title block disappears for anonymous users when core block caching is turned on. (there are no other restrictions on the block and the visibility returns when block caching is turned off)

Omega Tools does not provide any "Page Title" block... should this issue be in the Delta module? If yes, that issue should have been fixed in the latest release of Delta.
