The default profile picture is a simple graphic in 2 colours. This is saved in JPEG format which is intended for photographs. It would be more space efficient to save this image in PNG format.

Why not just compress the JPG?

IE supports standard PNGs since IE4 :) Transparent PNGs have problems in IE6 and below, but since this is not transparent it should work fine. I haven't tested this in IE though.
