Dragged divs are floating above the mouse based on how far down the page has been scrolled

Not sure exactly what the deal is here.. when dragging a block with the inline editor, if i am scrolled all the way to the top of the page, everything works fine.

however, if i scroll down, say 100px.. as soon as I click the little handle to start dragging, the div 'floats' above the cursor 100px. so, when i am at the bottom of the page trying to move blocks around, it is basically useless. The little indicator to show where the block is going to go still works, but the block itself isn't visible.

Screenshot.png shows things working correctly when scrolled to the top of the page.
