Finding the owner of a dev site

All development sandboxes on devwww.drupal.org have a file called "comment" in them. This should always refer back to an issue in the issue queue. Use that to find out who owns the sandbox.

This is useful when trying to determine whether older and unused sandboxes can be purged, as well as coordinating with others on access to Solr.
