Using the 7.x from git and the patch in #1194274, on a site migrated from 6.x, I can now see previous votes, authenticated users can vote one too. So far so good.
However anonymous users can also vote, which is not desired.
Under admin/people/permissions there are no voting permissions, unless one adds field editing permission on the field in the content type.

Where are voting permissions now handled?

Oops there is still the "Use Vote Up" admin/people/permissions
