Module settings form doesn't work

Hello!

I try 7.x-1.0-rc1.
After install jGrowl messages didn't appear.
I open module settings form and I see that if I change Nicemessages default state to Disabled and submit form, this value does not change.

This comment resolve problem of appearing, because nicemessages_are_enabled() always return false.

But module settings form doesn't work correctly.
I think this is bug.
Сan you check this please?
